HLPA urges all members to respond to the consultation.<\/p>\n<p>HLPA&#8217;s <a href=\"http:\/\/www.hlpa.org.uk\/cms\/wp-content\/uploads\/2013\/05\/Response-amended-2.doc\">draft consultation response can be downloaded here<\/a>.
